General Provisions
It includes the basis for formulating the rules of procedure, the positioning of the responsibilities of the joint meeting of the Party and government, and the commitment to democratic centralism, etc.
1. In accordance with the spirit of relevant regulations and documents such as the Constitution of the Communist Party of China, the Regulations on the Work of the Party Organizations at the Grassroots Level in Regular Institutions of Higher Learning, and the Opinions on Strengthening and Improving Ideological and Political Work in Higher Education Institutions under the New Situation, as well as the requirements of relevant documents such as the Implementation Measures of Wuhan University of Technology for the "Three Major and One Important" Decision-making System and the Rules of Procedure for the Joint Meeting of the Party and Administrative Leaders of Wuhan University of Technology, Formulate this rule.
2. The joint meeting of the Party and administrative leaders shall discuss and decide on major matters concerning the work of the School of Physical Education. Major matters concerning the direction of running the school, the construction of the teaching staff, and the vital interests of teachers, students and staff shall be reviewed first by the Party committee meeting and then submitted to the joint meeting of the Party and government for decision. It is necessary to ensure that the joint meeting of the Party and government has the decision-making power over important matters of the School of Physical Education. At the same time, the joint meeting of the Party and government cannot replace the meeting of the Party committee.
3. The joint meeting of the Party and government adheres to democratic centralism. In accordance with the principles of collective leadership, democratic centralism, individual consultation and decision-making through meetings, it collectively discusses and decides on major issues, and establishes and improves a working mechanism featuring collective leadership, division of labor and cooperation between the Party and government, and coordinated operation.
II.Scope of Deliberation and Decision-making
Including matters that should be studied and decided by the joint meeting of the Party and administrative leaders of the School of Physical Education; Matters that are studied and resolved by the Party Committee meeting of the School of Physical Education and submitted to the members of the Party and administrative joint meeting for joint study and implementation. The specific amount of project arrangements and fund usage that should be discussed and decided by the joint meeting of the Party and administrative leaders may be determined in accordance with the school's regulations and the actual situation of the School of Physical Education.
The joint meeting of the Party and administrative leaders shall discuss and decide on important matters concerning the work of the School of Physical Education. Mainly including:
(1)Matters concerning the reform, development and stability of the School of Physical Education
1. Implement and enforce the Party's educational work policies and guidelines, relevant decisions and plans from higher authorities, the overall development plan of the school, and various work arrangements for teaching, research, and management.
2. Important matters such as the development plan of the School of Physical Education, the construction plan of disciplines and specialties, the annual work plan, significant reform measures, and the formulation and revision of important rules and regulations;
3. Important matters such as the establishment and adjustment of internal institutions within the School of Physical Education;
4. The approval and implementation of the annual financial budget and final accounts, the use of large amounts of funds over 20,000 yuan, and the acceptance of any donations and other important matters;
5. Important matters such as the purchase of equipment and bulk materials with a unit price or batch value of 20,000 yuan or more, the purchase of services, basic construction and infrastructure repair, etc.
6. Allocation of educational resources such as school space and equipment facilities, transfer or disposal of large-scale equipment with a unit price of 100,000 yuan or more (intangible assets are subject to the same reference), transfer or disposal of important assets with a batch value of 200,000 yuan or more, and authorization for the use of intangible assets and other important matters;
7. Important matters concerning various administrative approvals and logistics management of sports venues entrusted to the School of Physical Education for management.
8. Maintain security and stability, prevent and handle emergencies and other important matters.
(2) Matters concerning the construction of the teaching staff
Important matters related to the introduction and training of teaching staff, the construction of teaching teams, part-time teaching, visiting studies, further education, participation in various organizations and academic exchanges and social activities of teachers;
2. Important matters concerning the employment, transfer, promotion, assessment, professional title evaluation and salary distribution of teaching and administrative staff;
3. Important matters in the formulation of talent work plans, the construction of talent teams, and the recommendation and application for candidates of various talent programs at all levels;
4. Important matters such as the punishment for violations and disciplinary offenses of teaching and administrative staff.
(3) Matters concerning the cultivation of students
1.Important matters such as the setting and adjustment of disciplines and majors, the formulation of student training programs, and the establishment and termination of training projects;
2. Important matters such as course construction, teaching management, and the selection and compilation of teaching materials;
3. Important matters in student affairs such as the construction of high-level sports teams, student records, educational management, enrollment, graduation, employment, rewards and punishments, and assistance for students in difficulty;
4. Important matters such as the recruitment of postgraduate students and the formulation of methods for the selection and adjustment of supervisors.
(4) Important matters in the construction of scientific research platforms and teams, the management of scientific research projects and funds, the transformation of scientific research achievements, and scientific research awards.
1. Important matters in conducting domestic and international teaching, scientific research and academic exchanges and cooperation.
2.Important matters such as the selection and appointment of members and heads of the Academic Committee, Teaching Committee, Professor Committee, sub-committee for Degree Evaluation, and other management and consulting organizations.
3.Important matters such as commendations and rewards from the School of Physical Education, and recommendations for important commendations and rewards from higher authorities.
4.Other matters that need to be discussed and decided upon at the joint meeting of the Party and government.
